a) close proximity of clubs - London won't have
b) play each other often, bonus points if they are in particularly meaningful matches. I guess say teams met 4/5 years in the playoffs for instance.
c) some sort of trade dispute where the two clubs would be pitted against each other. Star player being 'stolen' sort of thing?

I truly think it'd be hard for a London club to gain a club rivalry quickly, the best bet is probably if they are challenging to win the division they're in from the get go.
